As part of implementing the Government ’ second policy on the formation and development of the software diligence, the Ho Chi Minh City People ’ s Committee decided to build Quang Trung Software City ( QTSC ) in October 2000. In order to manage and operate QTSC, this Committee besides formed a professional administration for IT park management, namely QTSC Development Company, a state-owned enterprise.
